Kinneloa Irrigation District is committed to keeping our shared drinking water system safe and reliable for everyone in our community. Because we all share the same water distribution system, it is important that we work together to prevent contamination and protect public health.

Some properties may have connections or equipment that could pose a potential risk to the drinking water system. Examples include horse stable water stations, industrial processing equipment, or chemical injection systems connected to irrigation lines. In these situations, additional protection—such as installing a backflow prevention device or providing an air-gap separation—may be required to ensure contaminants cannot flow backward into the public water system.

To identify and address any potential risks, the District conducts Hazard Assessments of customer properties. These assessments help us determine whether protective measures are needed and allow us to implement solutions when necessary. To complete these assessments, the District may use customer survey forms, phone questionnaires, or brief on-site inspections.

A Hazard Assessment Is Required for Your Property

Kinneloa Irrigation District is obligated under the State Water Resources Control Board's Cross-Connection Control Policy Handbook to conduct an initial hazard assessment of every property within its service area. This is a mandatory statewide requirement, and the District cannot maintain compliance without a completed survey on file for each service connection.

Protecting the public water supply is a shared responsibility between the District and its customers. The District administers the Cross-Connection Control Program and maintains the distribution system; customers are responsible for identifying the conditions on their own properties that could affect water quality. Neither can safeguard the water supply alone. The District therefore requests the full cooperation of every customer in completing this assessment, so that the drinking water we all rely upon remains protected and the District remains in compliance with State law.

Purpose of the Hazard Assessment

A cross-connection is any point at which non-potable water — from an irrigation system, pool, boiler, well, fire system, or comparable source — could reverse direction and enter the public water supply. The State requires the District to identify such cross-connections in order to prevent contamination of the drinking water system. This survey is the means by which the District fulfills that obligation for your property.

Regarding Backflow Protection

Completion of this survey does not, in itself, obligate a property owner to install a backflow prevention assembly. The purpose of the assessment is to determine the level of protection, if any, each property requires. Should the assessment identify a potential hazard, the District will contact the property owner directly to explain the finding and the applicable State requirements before any further action is taken. The survey, however, is mandatory in all cases and must be returned regardless of a property's condition.
