Welcome to the Kinneloa Irrigation District (KID). the community services agency that provides water service to your property. The KID is a Public Water Agency and is a Special Enterprise District formed on October 23. 1953 under provisions of Division 11, of the State of California Water Code.

OUR CUSTOMERS

The customers of the Kinneloa Irrigation District (KID) offer a varied profile. Most of our 600 metered customers are residential. The average household numbers 2.8 persons, some of whom own horses in this wooded community. The ages of homes vary widely, from 100 year old single-family houses to a 48-unit townhouse complex that was built in 1989. We have over 100 homes that were rebuilt after the 1993 Firestorm.

In addition, KID serves a few commercial customers that include The Church of Christ; Los Angeles County Fire Station 66; Magic Growers Nursery; High Point Academy: the Los Angeles County Flood Control and the Eaton Canyon Equestrian Center. KID's customer base also extends to seven irrigation services for landscape, entryway, erosion control and fire protection. The newest addition to our family of customers are the 21 new homes in the Kinneloa Ridge area.

Residents are well represented by nine active homeowner associations: Dove Creek; Hastings Heights: Kinneloa Canyon; Kinneloa Estates; Kinneloa Mesa; North Kinneloa Ranch; Pasadena Glen; Sierra Madre Villa; and Kinneloa Ridge.

WHERE OUR WATER COMES FROM

The KID is part of the Raymond Basin, a vast underground water storage bounded on the north by the San Gabriel Mountains, on the south and east by the San Gabriel Valley, and on the west by the San Rafael Hills. 

Water from rainfall and mountain snow percolates or soaks into the underground basin where it is stored in soils and rocks. Because of its natural formations and barriers, the Raymond Basin is replenished by surface water flows from the San Gabriel Mountains. KID uses approximately 700 acre-feet of water per year, which equates to 228 million gallons.

KID's supply source consists of two deep wells, the Wilcox Well and the K-3 well. These wells range in capacity from 550 to 760 gallons-per-minute. In addition, there are nine water tunnels, ranging in capacity from 25 to 170 gallons per minute. This water is stored in ten reservoirs with capacity of between 125,000 to 1,250,000 gallons.

ABOUT WATER QUALITY

The quality of KID water sources is insured by testing monthly for chemical contaminants and semi monthly for bacterial contaminants to be sure that all standards set by the California Department of Health are met. A water quality report is sent annually to customers prior to July 1.

WATER RATES

The KID water rate has two components.  There is a $36.00 per month "readiness to serve charge" shown as "DSC" on the billing statement and a commodity charge of $2.42 for each hundred cubic feet (CCF) or 748 gallons shown as "COMM" on the statement.

PAYING YOUR BILL

Please pay your bill by check or money order as soon as you receive it. Mail your payment to the Kinneloa Irrigation District office at the address shown on the front of the statement or drop it in one of the KID Courtesy Drop Boxes as shown at the bottom of the statement. Payments not received on or before the fifth (5th) day of the following month are not shown as credited to this statement.  Failure to receive a bill will not relieve the customer of any of their responsibilities for non-payment penalties.  Note:  If you wish to pay your bill by the electronic debit process, please call the office and the information will be sent to you.

DELINQUENT PAYMENTS

An unpaid bill becomes delinquent on the fifth (5th) day of the following month following presentation.  On the twentieth (20th) day of the month following presentation, a penalty shall be charged and the customer shall be sent a Notice of Delinquency.  If a payment has not been made in full within the 10-day period following the delinquency notice, a five-day Termination Notice will be sent.  If the bill in not paid within the five-day termination notice period, the water service shall be terminated.  Water Code Section 22282 states that a District may refuse service to any land if outstanding charges from services already rendered such land have not been paid within a reasonable time.  Water Code Section 25806 states that any charge for services not paid shall constitute a lien on the land upon which the service was rendered, even though the indebtedness may have been incurred by other than the owner.

RECONNECTION FEE

There will be a minimum charge of $50.00 to turn on or reconnect any meter to the system for non-payment of a bill or any other reason.

RETURNED CHECKS

Returned checks, for any reason, are subject to a minimum $20.00 service charge.  Notice:  Pursuant to Civil Code 1719, the Kinneloa irrigation District will make demand upon a maker of a check returned for any reason.  When the bank returns a check unpaid, water service may be discontinued without further notice.

DISPUTED BILLS

Should you question the bill, please request an explanation and/or investigation by writing the district office within 10 days of the billing date. Non-payment of a disputed or protested bill is not an excuse or mitigating circumstance. All bills must be paid on time. Your complaint should include the following: 1. A copy of your bill; 2. A letter explaining why you think the bill is incorrect; 3. A check or money order for the amount owed KID.

LATE PENALTIES

Any water service which is delinquent in payment will be charged a one time delinquency charge in the amount of $15.00 and a simple interest amount at the rate of 10% per annum on the unpaid balance.

YOUR ELECTED BOARD OF DIRECTORS

The elected Board of Directors consists of five members who generally serve overlapping four years terms. Each member represents one of the District's five divisions of approximately equal population. The Board elects one of its members to serve as Board Chairman, one member to serve as Secretary and one member to serve as treasurer.

WHERE AND WHEN ARE BOARD MEETINGS HELD?

Regular KID Board meetings are held at 1999 Kinclair Drive, Pasadena every third Tuesday of the month at 7:30 P.M. You are cordially invited to attend our meetings.

KID AT YOUR SERVICE

KID is on call 24 hours, seven days a week for emergency assistance. KID is responsible for repairing problems on the street side of the water meter. However, due to insurance limitations, KID personnel may not make repairs on the customer's side of the meter. Customers who may be away from home or planning vacations should send a letter to KID authorizing our personnel to shut off water in case of problems and whom to contact for repairs to customer's property. You should let those contacts know that they may be called and arrange for financial responsibility.
