General Manager Melvin L. Matthews Retires from the Kinneloa Irrigation District

On September 1, 2022, Melvin L. Matthews retired from his position as the General Manager of the Kinneloa Irrigation District (KID), a water purveyor serving the Kinneloa Mesa area and portions of Pasadena, California. Before becoming General Manager, he served as Treasurer and Chairman of the Board of Directors for the KID.

During his more than 25 years at KID, Mel led numerous projects and programs to significantly improve and modernize the District. Under his leadership, KID:

  • Completed $8 million in master plan projects to increase the District’s emergency preparedness. They included:
    • Improvements to operational redundancy and firefighting capabilities with the installation of seven major pipeline projects
    • Installation of six standby generators
    • Enhancements to the Supervisory Control and Data Acquisition (SCADA) system
    • Expansions to computer network infrastructure to facilitate efficiency and provide secure document storage
  • Created the District’s website and ensured ongoing improvement over the years to provide information and transparency to customers and the public
  • Provided sound fiscal management to the District’s operations and capital improvement projects to reduce expenses and minimize the need for rate increases
  • Implemented a state-of-the-art customer information and billing system
  • Established mutual aid agreements with 27 Los Angeles County water agencies and statewide agencies in the event of natural disasters or operational emergencies
